i � <br /> CMP Part 4F. Public Services Plan <br /> 6. The Orono Police Reserve program will be continued. The Police <br /> Reserves are a specially trained ��olunteer force intended to au�ment the <br /> regular officers in routine matters such as traffic and crowd control at <br /> special events. In this manner, additional services can be provided in <br /> special situations with minimal cost or strain on regular police activities. <br /> 7. Orono expects to continue contract services with adjoining <br /> municipalities. The Cities of Long Lake and Minnetonka Beach are <br /> geographically located entirely within the borders of Orono, and the City <br /> of Spring Park is directly adjacent to Orono's Navarre neighborhood. The <br /> provision of contract police services to those cities and/or other adjacent <br /> cities is a lobical and cost effective way of providing needed service at <br /> levels consistent with local desires and local financial capabilities. <br /> 8. Additional police department operating policies include the following <br /> standards: <br /> a) Safeguard freedom, preserve life and property, protect the <br /> constitutional rights of citizens and maintain respect for the rule <br /> of the law by proper enforcement thereof. <br /> b) Develop a reputation for fairness, civility, and integrity that wins <br /> the respect of all citizens, including minority or disadvantaged <br /> groups. <br /> c) Use the minimum amount of force reasonably necessary in <br /> responding to any given situation. <br /> d) Conform to rules of law- and administrative rules and procedures, <br /> particularly those which specify proper standards of behavior in <br /> dealing with citizens. <br /> e) Cooperation with county, state and federal agencies in crime <br /> prevention and investigation. <br /> Police Service Plans <br /> Orono intends to continue operation of the Orono Police Department and provide <br /> contract services to adjacent municipalities consistent with their desires. The size <br /> and abilities of the Department will be consistent with and dependent upon the <br /> land use type and density within the Department's jurisdiction. Police department <br /> funding, including contract service costs, will be based upon the level of service <br /> desired. <br /> City of Orono Community Management Plan 2008-2030 Page 4F-6 <br />
