Public Services Plan <br /> CMP Part 4(F) <br /> PUBLIC SERVICES PLAN <br /> INTRODUCTION <br /> This chapter of the Community Management Plan includes a brief review of all <br /> the many other necessary services and facilities of a municipality that were not <br /> mandated elements of Twin Cities Regional planninb. The elements contained in <br /> this Chapter have varying degrees of impact upon metropolitan systems, but they <br /> all have important ties to Orono's local planninb developnlent and land use <br /> concerns. <br /> The Goals, Policies and Plans outlined in this Chapter are an integral part of the <br /> total Community Management Plan and have been derived from joint and <br /> concurrent consideration of all community planning elements. These services <br /> and facilities are designed to complement and balance the plans of adjoining <br /> municipalities and other government agencies with the basic land use and <br /> facilities plans of Orono. Each of the following sections is an updated and <br /> refined version of the basic planning direction included in the 1974 Orono <br /> Village Comprehensive Guide Plan and the 1980 and 2000-2020 Orono <br /> Community Management Plans. <br /> This Chapter of the CMP is prepared and presented for the following purposes: <br /> L The Public Services Plan is intended to place the identified services <br /> and facilities within the context of the overall Community <br /> Management Plan. The operation of a modern municipality is a complex <br /> task of coordinating all of the many governmental activities with each <br /> other and with private development activity. Each service fiinction <br /> depends upon the availability of other services. Land Use Plans will fail <br /> if required services are not available, or if unnecessarily high service <br /> levels are provided �vithout adequate financial support. The City will not <br /> function efficiently unless all factors are considered concurrently. <br /> 2. The Public Services Plan is intended to be a management tool for <br /> City officials and City staff in the development and management of <br /> municipal services and facilities necessary to support the basic <br /> planning objectives of the City. These services and facilities are divided <br /> into logical categories for analysis and presentation. Each section <br /> includes a brief review of the existing service level, a set of goals or <br /> objectives, and a set of policies for developing, operating or maintaining <br /> the particular service or facility. Each section includes a management <br /> plan outlining expected or desired alterations in service level or <br /> administrative direction. <br /> City of Orono Community Management Plan 2008-2030 Page 4F-1 <br />
