Public Services Plan <br /> SANITATION SERVICES <br /> Garbage and trash collection within Orono is provided by private haulers <br /> operating under licenses issued by the City. Each resident is required by <br /> ordinance to contract with a licensed hauler for removal of all garbage, trash and <br /> rubbish from private property on a rebular basis. Service rates, routes and <br /> schedules are not regulated by the City so as to allow competitive pricing and <br /> services and to allow efficient routes coordinated with areas in neighboring <br /> communities. <br /> Disposal is regulated under the 2004-202� Hennepin County Solid Waste <br /> Management Master Plan, which includes provisions for waste reduction, <br /> toxicity reduction and problem materials management, recycling, and resource <br /> recovery (incineration to produce electricity). There are no landfills operating in <br /> Hennepin County, and any excess municipal solid waste over and above the <br /> amounts that can be incinerated is landfilled in state-licensed regional facilities. <br /> County-wide, about 2/3 of the municipal solid waste remaining after recycling is <br /> burned, the rest is landfilled, because existing incineration facilities are being <br /> used to capacity on an annual basis. <br /> Private Utilitv & Sanitation Service Goal <br /> To providc all citizens and all areas of the City with adequate levels of <br /> servir_e in the most economical manner possible consistent with Orono's <br /> urban-rural land use plans. <br /> Sanitation Policies <br /> 1. Each resident will be responsible for his own sanitation <br /> requirements. The City will require by ordinance that all residents <br /> individually contract with a licensed hauler for regular pickup and <br /> removal of all garbage, trash, and rubbish. <br /> 2. Licensed haulers will be responsible for all administrative <br /> requirements including arranging for their own disposal sites. Rates, <br /> routes and schedules shall be determined by the hauler. Locating an <br /> approved disposal site and paying all disposal costs shall be the <br /> responsibility of the hauler. <br /> 3. The City will encourage all recycling and resource recovery <br /> activities. Too much solid waste is being generated by all citizens. The <br /> City will encourage conservation measures by the citizens, by the haulers, <br /> by independent operators and by all levels of government. The City will <br /> encourage returnable bottles and cans and a general reduction in the <br /> volume of packaging materials.
