i � <br /> From Phase III it was determined that the first step in implementing the approach used in the <br /> Rural Oasis Project was to develop an amendment to the city's comprehensive plan. This CPA <br /> promotes the process of the Rural Oasis Project by applying it to future development in the City <br /> of Orono. <br /> Goals and Guiding Principles <br /> Maintaining the rural character and environmental health valued by Orono residents requires the <br /> establishment of goals and guidelines and the enforcement of procedures and standards that will <br /> reinforce existing community ideology and incorporate newer methods introduced by the Rural <br /> Oasis Project. These goals and guidelines are compatible with the goals in the city's current <br /> comprehensive plan (Community Management Plan, September 2000). <br /> Goals <br /> The purpose of modifying the existing comprehensive plan is to make certain that the document <br /> requires future development to achieve the following goals: <br /> Goal #1: To promote the conservation and enhancement of the quality of surface <br /> water and wetlands throughout the city, particularly Lake Minnetonka. <br /> This goal reflects the intentions of the first goal in the city's comprehensive plan <br /> and reaffirms the city's long time commitment to protect Lake Minnetonka, its <br /> water quality, and its recreational assets. <br /> Goal #2: To ensure the preservation and enhancement of the existing "rural <br /> character" of the city. <br /> This goal will ensure that the aesthetic elements valued by Orono residents and <br /> identified in the Rural Oasis Project will be maintained and improved. <br /> Guiding Principles <br /> In order to guarantee that future development will achieve the above goals, it is necessary to <br /> implement a set of"Guiding Principles" for development in the City of Orono. The Rural Oasis <br /> Project identified 6 factors that contribute significantly to the success of the above 2 goals. <br /> Therefore, it is imperative to provide a plan that will emphasize and implement these factors <br /> through the following Guiding Principles: <br /> City of Orono DSU, Inc <br /> D��aft CPA 6 August, 2005 <br />
