CMP Part 3B. Land Use Plan <br /> � RURAL EDUCATIONAL LAND USE <br /> Typical educational facilities will be expected to remain in the Urban Service <br /> Area according to the Land Use Plan. However, Orono is host to two unique <br /> educational institutions which have proven to be acceptable rural land uses <br /> because of their special characteristics. The Land Use Plan does not provide for <br /> any expansion or duplication of these facilities, however, because the impact upon <br /> neighboring properties would increase as would the likelihood of urban service <br /> requirements. Only when these institutions are relatively small and low-key will <br /> they remain appropriate rural land uses. <br /> MINNETONKA CENTER FOR ARTS AND EDUCATION <br /> Located on North Shore Drive in the Crystal Bay neighborhood, this <br /> institution provides high-quality instruction and facilities for all forms of <br /> artistic expression. The center draws a significant number of persons to <br /> daily activities and frequent special functions. None of the public facilities draws a large number of users at any one <br /> time and therefore none of these facili�ies require any municipal urban services. <br /> While a significant amount of land area is already devoted to these public <br /> recreational facilities (approximatelv 11�0 acres or�just over 11% of the City's <br /> total land area) the City will actively encourage conversion of additional specific <br /> properties for public recreational purposes, as noted in the Parks and Open Space <br /> element of this Comprehensive Plan. <br /> Following is a brief review of recreational facilities in rural Orono (for more <br /> information �parks. open space and trails in Orono, see CMP Part 4E): <br /> City of Orono Community Management Plan 2008-2030 Page 3B-60 <br />
