CMP Part 3B. Land Use Plan <br /> In its 2000-2020 Comprehensive Plan. Orono did not designate anv lands within <br /> the Citv as Urban Reserve. and did not place anv restrictions on development of <br /> the Rural area. The basic premise for this is that �a�rse Orono has relatively <br /> few large properties left to develop (see Map 3B-3: Existing Parcel Sizes and Map <br /> 3B-4: Remaining Developable Parcels Note: Update these two maps to indicate <br /> development since 2000 in a separate color), and because those properties are <br /> scattered throughout Orono's rural area, higher density development of many <br /> individual parcels will be difficult. The geographical discontinuity of remaining <br /> developable parcels, attributable to Orono's past history of non-staged <br /> development as well as to the abundance of wetlands, makes provision of urban <br /> services to such parcels inefficient and uneconomicaL There is also the issue of <br /> providing a wider range of urban services to what would become pockets of urban <br /> development within an already-developed rural area that is not intended for such <br /> services. <br /> INSERT MAPS 3B-3 and 3B-4 HERE <br /> T^ m^r� ^'^��'�. �^^r^�^'� In order to be�in to address the development density <br /> goals established by Metropolitan Council in the 1996 ReQional Blueprint, Orono <br /> �ras in its 2000-2020 Comprehensive Plan defined certain areas of the City where <br /> conversion from planned Rural densities to planned Urban densities �s would be <br /> appropriate. These are areas where provision of urban services can be efficient, <br /> cost-effective, and have the least negative impacts on the City's environmental <br /> goals and on surrounding development. In defining where these newly-defined <br /> urban areas should be located, the City considered the following criteria: <br /> 1. Proximity to existing higher density development; <br /> 2. Proximity to existing municipal sewer lines with available capacity; <br /> 3. Proximity to existing urban services; <br /> 4. Adjacent to existing transportation corridors; <br /> 5. Located high in the watershed to limit stormwater impacts. <br /> Based on these criteria a number of properties ��c,�� were identified for <br /> change from low density residential to medium density residential uses in Orono's <br /> Land Use Plan.
