CMP Part 3B. Land Use Plan <br /> _ 2. The Metropolitan Urban Service Area (MUSA) will define the areas <br /> of Orono where municipal sewers may be extended. The MUSA will <br /> include all parts of Orono's Urban Service Area and may include parts of <br /> Orono's Rural Service Area where appropriate. The MUSA boundarv in <br /> Orono will define areas where sewer exists or where it may be extended to <br /> serve existin� or new development. but will not define the areas where <br /> general urban services will be provided, and it will not define the <br /> boundarv between higher densitv and low-densitv development. <br /> 3. Orono's land use plans will be based upon environmental protection <br /> policies. Land use and development must assure the conservation, <br /> protection and preservation of sensitive environmental resources in <br /> accordance with the goals and policies of the Environmental Protection <br /> Plan. Land use policies will encourage the wise use and management of <br /> natural resources while prohibiting their misuse, abuse, overuse or <br /> exploitation. <br /> 4. Development density will be limited throughout the city to a level <br /> which will not overload the natural surface water drainage and <br /> filtration system. Urbanization increases the s�ee� rate and quantity of <br /> surface runoff while decreasing the water quality. Developed land use <br /> densities will be determined by comparison between known levels of <br /> volume and pollution generation and known marshland capacity for <br /> ponding and nutrient assimilation. To the extent that it is practical and <br /> feasible, the City will supplement existing natural assimilation capacities <br /> with man-made ponding areas, but will not allow increases in <br /> development density beyond the defined rural density as a result of such <br /> supplementation. <br /> 5. The wetlands and marshlands of the city will be protected and <br /> preserved as wildlife habitats, as unique open spaces, and as the only <br /> economically practical and truly effective method of flood protection <br /> and storm water runoff filtration. Wetlands, drainageways and <br /> floodplains will be protected from encroachment and from alteration or <br /> destruction by filling, grading, excavation or drainage. Wherever <br /> possible, the City will acquire open space and flowage easements for <br /> conservation of these lands. <br /> 6. Protection of lake resources will allow reasonable access, use and <br /> enjoyment while preventing overcrowding and excessive <br /> encroachment. In conformance with Orono's Shoreland Management <br /> regulations, Orono will prohibit overly dense development within 1,000 <br /> feet of Lake Minnetonka. Lake use regulations will be promoted to limit <br /> excessive boat density and overuse of sensitive bays. Land use regulations <br /> will continue to be developed and fine-tuned to provide reasonable control <br /> over building density,land alteration and lakeshore encroachment. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-17 <br />
