• Winter quarter usage is used by many other cities to estimate yearly usage. The homes in Sugar <br /> Woods are metered and could be used as a basis for determining a rate. <br /> • Options for proposed agreement: <br /> o Submit Orono's calculation of$16,061.10 with all MCES charges subtracted. <br /> o Consider alternate Orono calculation—deduct only MCES Surcharge; MCES doesn't make <br /> allowance for I & I that may come from Orono so could be included in calculation that <br /> results in amount of$21,063.74. <br /> o Go to mediation. <br /> o Explore state law regarding construction of pipes directly to MCES lift station. <br /> • Orono's next step is to review all available options. <br /> 3. Engineer's Report <br /> A. Casco Point Reconstruction Project—Lighting Information <br /> • Map of existing lighting, both private and Excel poles, was discussed. <br /> • Excel would add poles at a cost of$9-10 per month and no instaliation cost. <br /> • Excel responded that they do not install "green lighting" such as LED lights. Other <br /> companies could provide but would be very costly to the city. <br /> • Council agreed that lighting should not be part of the project. Additional light poles can be <br /> added at any time. <br /> B. Discussion Regarding Myrtlewood Sewer/Water Project—Comments Regarding Public Hearing <br /> • Bonestroo needs direction on design of project. Only 2 owners attended public hearing. <br /> Kellogg will contact original owner who circulated petition to see if he would be willing to <br /> circulate another petition to determine the current interest level in a sewer and water <br /> project. Oberaigner offered to test water of one of the owners and will proceed to test and <br /> include with Orono's next test. <br /> • Carrying costs of water project to the City would be approximately$50,000. The total <br /> construction cost for the water project is$100,000 and only 5 of the 10 property owners <br /> have indicated an interest to participate. Properties would pay when they hook up, but they <br /> are not required to hook up at any time. The City might never recover some of these costs. <br /> • City needs to get sewer and water to north side of Wayzata Boulevard for future <br /> connections. The project may need to be done in two phases with the two Wayzata <br /> Boulevard properties connecting at a later time. <br /> • Properties with failing septic systems in Myrtlewood are required to hook up to sewer by <br /> 2010 or replace their existing septic system. <br /> • Council directed Bonestroo to design the Myrtlewood sewer project as the base project with <br /> an alternate to include a water project. The design will bring sewer and water to Wayzata <br /> Boulevard for future extension. Construction design would include gravity sewer and 8" <br /> water pipe. Project will be designed to handle capacity for future connection by Wayzata <br /> Boulevard properties. Sewer and water system design for 850 and 875 Wayzata Boulevard <br /> will not be done at this time. <br /> 4. Comp Plan Update <br /> • Land Use Chapter review. The current revision is an update of the plan done 8-9 years ago. <br /> Maps still need to be updated. <br /> • Plan reacts to changes Met Council has made. Sewer areas in Orono have been done for <br /> environmental reasons. Met Council is looking for areas to be developed with a higher <br /> Page 2 of 3 <br />
