City Admin. - Long Term Strategy <br /> Date: February 17, 2009 <br /> Subject: Review of Draft 2008-2030 Comp Plan Chapters: <br /> - Sec. 3B - Land Use Plan <br /> Attached is the Land Use chapter of the Community Management Plan for review at the <br /> February 24 Work Session. The text is in underline/�� format so you can see the changes <br /> from the 2000 CMP. This section was reviewed with the Planning Commission at their work <br /> session on February 4. <br /> The following changes from the 2000-2020 CMP are noted for your review and potential <br /> discussion: <br /> - Discussion about the MUSA starting on Page 3B-8 acknowledges the Met Council's <br /> 2030 Regional Development Framework designation of parts of Orono as "Developing <br /> Area" and "Diversified Rural" area. The Met Council goals for these designated areas do <br /> not really match Orono's goals in many respects... <br /> - On Pages 3B-23 and 24 text is added that reinforces Orono's intent is to provide sewer to <br /> Shoreland properties when necessary without changing the zoning or density. This is still <br /> an issue between Orono and Met Council... <br /> - Starting on Page 3B-28 Met Council's 2030 Regional Development Framework is <br /> discussed in greater depth, followed by a new "Residential Land Use Capacity" table <br /> (labeled as new Table 3B-2, to replace the old "Developable Land Analysis" table 3B-2) <br /> that defines the existing and future residential potential for each of our zoning districts <br /> under current and planned zoning. The new table indicates that within the existing <br /> MUSA under current zoning we have capacity for only 447 additional dwelling units in <br /> the City. With Met Council indicating our "share" of the need for affordable housing by <br /> 2020 is 311 units, we would have to make 2/3 of all our future sewered development <br /> affordable. <br /> - Updated Table 3B-3 on Page 3B-34 summarizes our acreage by "use" rather than by <br /> zoning district. This is follow-ed by Tables 3B-4a thru 3B-4e which attempt to project our <br /> future household development in 5-year increments both in and out of the MUSA. <br /> - Starting on Page 3B-40 the detailed plans (Tables 3B-Sa thru 3B-Sd) for our guideplan <br /> changes back in 2000 have been abridged and updated as new Table 3B-� to reflect <br /> actual development activity that has occurred as a result of those changes. A new Table <br /> 3B-6 regarding the Orono Villas/Comforts of Home has been added - this table reflects <br /> the language of the Orono Villas CMP amendment, with revisions that pertain to the <br /> Comforts of Home proposal. Other than that, we are not re-guiding any other property for <br /> higher densities, which may end up being a bone of contention with Met Council... <br />
