The <br /> ordinance language is the result of a number of discussions with the Big Island Park Committee <br /> over the past year. This package of regulations has undergone a number of revisions during that <br /> time to reflect the committee's perception of what activities are or are not appropriate in the <br /> Park, and how it should be operated given its unique location, amenities and challenges. <br /> Included for review is the Rules & Regulations Flyer containing an abridged version of the Park <br /> rules that has been distributed to interested parties since last June. In order for the City to <br /> enforce the elements of these rules thatare not already applicable to all Orono parks, it is critical <br /> to formally adopt them as an ordinance and incorporate them into the City Code. <br /> Attached also are excerpts from a May 2008 staff inemo that includes: <br /> - existing Code sections applicable to all City parks <br /> - land use restrictions on the Big Island Park property imposed by the MCWD <br /> conservation easement <br /> This draft has not been formally reviewed by the City Attorney; therefore, staff recommends that <br /> Council review and discuss the ordinance, provide direction regarding any necessary revisions, <br /> allow time for input by the City Attorney. This should be ready for Council action at the Council <br /> meeting of March 9. <br />
