. CMP Part 3B. Land Use Plan <br /> Policies: <br /> 1. Existing RS District controls on development and land use will be <br /> strictly enforced, and reinforced where necessary, to avoid potential <br /> problems related to sanitation, public safety and security, fire protection, <br /> etc. <br /> 2. The City will encourage private landowners of island properties to <br /> protect their shorelines from erosion. Natural rock rip-rap and other <br /> natural methods will be encouraged. Development of retaining wall <br /> systems in the lakeshore area will be discouraged. <br /> 3. The City will define specific approved access locations for individual <br /> inland Record Lots, and will establish policies and ordinances <br /> regulating vehicular use of the undeveloped roadways. Use of the <br /> undeveloped platted roadways for vehicular travel will be limited to the <br /> extent necessary to protect private property as well as to curtail and <br /> prevent soil erosion, tree damage, etc. Tree removal within platted rights- <br /> of-way shall be by permit only. No platted right-of-way shall be paved <br /> except that the City may improve or specifically permit improvement of <br /> designated access locations in order to maintain suitable access and limit <br /> environmental damage. The City may close to vehicular use certain <br /> platted roadways if it is determined that continued use will cause <br /> environmental harm. <br /> 4. Island lakeshore will be maintained in a natural state. Tree removal <br /> near the lakeshore shall be as strictly regulated as it is in all lakeshore <br /> areas of the City. <br /> 5. The existing balance between private and qublic ownership of <br /> properties on Bia lsland will generallv be maintained. The Citv will <br /> not encoura�e condemnation or forced conversion of private residential <br /> properties on Big Island to public land. <br /> Deering Island <br /> Deering Island is a small (approximately 4-5 acres) privately owned island in <br /> West Arm Bay, constituting a single tax parcel and having a single owner.
