3. Refunding Bond Issues <br /> • Carolyn Drude put together some bond information and indicated bonds could be sold February <br /> 23`d. If bond sales are not favorable the week before,the sale would be postponed. <br /> • The Pavement Management Plan has Orono Orchard Road scheduled for 2012. Council <br /> discussed moving this project up with the favorable bond rates. Their concern is adding to debt <br /> service. Tom Kellogg will be asked to determine some preliminary numbers and look at the <br /> sewer replacement situation. Ron will prepare information on debt service. <br /> 4. Personnel Policy <br /> • One of first projects Campbell Knutson was asked to do was to work on updating the Personnel <br /> policy almost 2 %:years ago. The first version was returned to the City within about 30 days, but <br /> no further action was taken for almost a year. The draft policy incorporates items staff has <br /> deemed important from the previous policy, comments from 3 city administrators, 6 <br /> department heads and a consultant. <br /> • Criticisms were that the policy is long and reads very formally. However, it is important to have <br /> a legally compliant document that is adopted. <br /> • 4 groups/areas that are affected were considered in the policy review: Council, administrator, <br /> employees, and legal compliance <br /> • Highlights of the policy include: <br /> o Creation of a defined disciplinary procedure <br /> o Probationary employee clarification <br /> o Addition of rules of employee conduct <br /> o Clarification of overtime—sick time will be counted as hours worked for overtime as has <br /> been the practice <br /> • Goal is to have on next Council agenda for approval. <br /> • Consider separate document for"code of conduct" and "operating" procedure. <br />
