Goals of a Utility Rate Study <br /> The City of Orono retained Ehlers to assist staff in preparing financial projections for the water <br /> and sanitary and storm sewer system utilities. The purpose of the rate study is to ensure that: <br /> 1. Rates are sufficient to pay for the ongoing operations and capital improvements, and to <br /> maintain adequate cash balances <br /> 2. Staff and Council revisit cash balance policies to ensure they are meeting their enterprise <br /> system's current and future needs <br /> 3. The rate structure distributes the costs of operating the system across utility users <br /> consistent with the policy objectives of the Council <br /> 4.
