_ _ _ __ _ <br /> _ _ _ _ _ _ <br /> MEMORANDUM <br /> TO: MAYOR AND COUNCIL MEMBERS <br /> FROM: ORONO MANAGEMENTTEAM <br /> SUBJECT: INFORMATION UPDATE <br /> DATE: SEPTEMBER 20, 2013 <br /> Information Update—09/20/13 <br /> • Staff inet Thursday afternoon with Patrick Hiller of Norton homes and Jeff Majkrzak of <br /> Source Land Capital who are proposing to develop the Lakeview Golf Course property. The <br /> developers advised us that they have chosen to not pursue a MUSA amendment and will <br /> be proposing a residential development consistent with the existing 2-acre rural residential <br /> zoning. <br /> Issues discussed at the meeting included the potential for provision of City water from <br /> Minnetrista; use of septic systems and potentially difficult soils; the Conservation Design <br /> process and preservation of views and natural features of the site, which might benefit <br /> from some level of clustering; the possibility of a neighborhood community building for the <br /> subdivision which could be used for City elections, as this voting precinct currently contains <br /> no public buildings; the need for a planning consultant escrow based on current staffing <br /> workloads; and other related topics. <br /> The developers will be submitting applications for a sketch plan review as well as a <br /> Comprehensive Plan Amendment, both to be reviewed at the October 21 Planning <br /> Commission meeting. While the sketch plan does not involve public notice, the Comp Plan <br /> Amendment is a formal public hearing process requiring public notice and ultimately <br /> approval by the Met Council (the property has been guided for Park, Recreation and Open <br /> Space since 1980 and requires a CMP amendment in order to be developed residentially). <br /> The concurrent applications would likely then be placed on the Council's November 12 <br /> agenda. <br /> As soon as the applications are received, staff will place a notice on the City website to <br /> ensure public awareness of these beginning stages of the development review process. <br /> • In August the City Council and Administrator received a letter from Ms. Hoffmann regarding <br /> the future of the Lakeview Golf Course property. A copy of the response letter is attached <br /> for your information. <br /> • Willow Drive is substantially complete. There are some very minor tree planting/ <br />_ landscaping to finish, but the detour signs should be removed shortly. <br /> __ __ <br />
