"Those areas that are inundated or saturated by surface or ground <br /> water at a frequency and duration sufficient to support, and that under <br /> normal circumstances do support, a prevalence of vegetation typically <br /> adapted for life in saturated soil conditions. Wetlands generally <br /> include swamps, marshes, bogs, and similar areas." <br /> According to (USACE), one positive indicator, except in certain <br /> situations, from each of three elements must be found in order to make <br /> a positive wetland determination. The three criteria are as follows: <br /> • Greater than 50 percent dominance of hydrophytic plant species; <br /> • Presence of hydric soil; <br /> • The area is either permanently or periodically inundated, or soil is <br /> saturated to the surface during the growing season of the dominant <br /> vegetation. <br /> Methodology <br /> Wetlands Survey <br /> Topographic maps, the U. S. Fish and Wildlife Service National <br /> Wetland Inventory(NWI)maps, Soil Survey for Hennepin County, the <br /> Ramsey County hydric soils list and the Minnesota Department of <br /> Natural Resources Protected Waters Inventory (PWI) ..map were <br /> reviewed prior to visiting the site to locate potential wetland habitats. <br /> Figure 2 is a copy of the NWI maps and Figure 3 is a copy of the soils <br /> map for the project area. Figure 4 is a copy of the Protected Waters <br /> Inventory map of the site. These sources indicated that a wetland area <br /> was present and investigated in greater detail during the field <br /> delineation. <br /> Field Procedures <br /> The project site was evaluated on October 16, 2006 for areas meeting <br /> wetland criteria in accordance with the Corps of Engineers Wetlands <br /> Delineation Manual (USAGE, 1987). The 1987 Manual requires that <br /> soil inundation or saturation occur within 12 inches of the surface and <br /> that all three wetland parameters, as discussed above, be present. <br /> The Routine Onsite Determination Method (RODM) was applied for <br /> this delineation. Field notes, soil samples, and photographs were taken <br /> at representative locations within the wetland basins and in the <br /> adjacent upland areas. <br /> Collected infonnation was transferred to RODM data sheets, which are <br /> included in Appendix A. Photographs will be retained on file at <br /> Schoell Madson.
