The soil profile at the third transect consisted of 0-6 inches of very <br /> dark grayish brown (10YR 3/2) loam. The upper portion of the soil <br /> profile as stated above consisted of disturbed mixed soils with various <br /> colors but remained to be a loam texture. These soils do not concur <br /> with the local soil survey, which are classified as poorly drained <br /> Cordova loam (USDA, 2004). Hydrology was not found in the upper <br /> 18 inches of the soil profile. <br /> Regulatory Considerations <br /> Wetlands in the project area are regulated by several agencies at the <br /> local, regional, state, and federal levels including the (USACE) and the <br /> (EPA) at the federal level; the Minnesota Board of Water and Soil <br /> Resources (BWSR), Minnesota Department of Natural Resources <br /> (MNDNR) at the state level; and Minnehaha Creek Watershed District <br /> (MCWD) at the local level. The MCWD has accepted the <br /> responsibility for the administration of the Minnesota Wetland <br /> Conservation Act (WCA) of 1991. <br /> Construction plans that propose any direct alteration or indirect impact <br /> to wetlands or watercourses within the project area will require permits <br /> from the appropriate regulatory agencies.
