To: John Gerhardson, Acting City Administrator
From: Michael P. Gaffron, Asst Planning & Zoning Administrator
Date: August 15, 1991
Subject: Woodhill Country Club - Request to Connect Tennis
Court Clubhouse Building to Proposed Sewer Line
As you are aware, Mark Albrecht of Woodhill Country Club
requested that the tennis court/toilet/clubhouse building be
allowed to connect to the sewer line which they will be
constructing. The tennis court facility is totally within the
City of Wayzata, and is located perhaps 250' from the main
clubhouse. The connection will be completely within the City of
Wayzata also, based on the lot line shown in the air photo.
I have reviewed the memos, exhibits, and Council minutes
related to the original sewer connection request, and while the
term"clubhouse' is used throughout the discussions, I don't find
any indication that the Council would have objected to the tennis
facility connection. The context of the discussions revolves
around the location inside or outside of Wayzata, and the fact
that "other properties" would not be allowed to connect without
City approval. I would certainly not term the tennis facility as
an "other property" and I would define it as an extension of the
main clubhouse.
Based on the above, it is my opinion that this request does
not need a separate Council review or approval. However, if you
feel that additional Council review is necessary, this could be
placed on the August 26 agenda, since Mr. Albrecht is requesting
a timely confirmation so they can go ahead with their planning
and design process.
lsv
