The general development plan was approved in May,2018. <br /> Staff Recommendation: Planning Department Staff recommends approval, subject to Staffs <br /> comments in the comment letter dated February 3, 2020 and the City Engineers comments. <br /> Background <br /> On May 14, 2018,the City Council adopted Resolution 6869 approving the general concept plan, <br /> zone change, and Community Management Plan amendment for a 56-unit apartment building at <br /> 2475 Kelley Parkway. The project originally received sketch plan support in February of 2018. <br /> Approval of the Final Master Plan is the final stage of approval for a project in the RPUD zoning <br /> district. <br /> The master development plan approved in May of 2018 included the following conditions: <br /> 1. Metropolitan Council Approval of the Comprehensive Plan Amendment. -complete <br /> 2. Approval of the final Master Plan-pending <br /> 3. Additional Easements to protect existing water and storm sewer infrastructure.—condition <br /> of approval <br /> 4. Approval of hardcover waiver as described. -approved <br /> 5. Revised Landscaping plan to meet plant number and size requirements-pending <br /> 6. Expansion of the sidewalk along Kelley Parkway - condition of approval <br /> 7. Siding material consistent with Stonebay Condominium. - Confirmation pending An 8' <br /> bituminous trail shall be provided along the southern property line. -Not necessary <br /> 8. Payment of fees as prescribed. -Due at final approval <br /> 9. Watershed approval of the drainage and erosion control measures. -approved <br /> 10. Building shall meet all fire and building codes. Fire chief shall approve all hydrant/ <br /> connection locations.—confirmation pending <br /> Plan Review Comments <br /> Standards to the hardcover limitations(50%to 55%)and to driveway setbacks(5 feet on the west <br /> and 15 feet to the south)were modified during the general concept review. The site plan is <br /> consistent with general concept plan(Resolution 6869). <br /> Staff has prepared comments based on the submittal received on January 2, 2020. These are <br /> attached as Exhibit F. It is intended that these comments are addressed prior to placement on the <br /> Council agenda. <br />
