I was thinking that MCWD would issue an NOD for no-loss, but was not sure if the City
needed an NOD for Boundary and Type. I have been in contact with the applicant and can pass along the City's set-back
requirements. Please let me know if a No-loss along with a statement from MCWD will be sufficient to meet your rule
requirements.
Thanks,
Heidi
Heidi Quinn I Permitting Technician I Minnehaha Creek Watershed District
15320 Minnetonka Boulevard I Minnetonka, MN 55345 I Office: 952-641-4504
From: Melanie Curtis [mailto:MCurtis@ci.orono.mn.us]
Sent:Tuesday,August 02, 2016 10:23 AM
To: Heidi Quinn <hquinn@minnehahacreek.org>
Cc:Christine Mattson (Orono) <cmattson@ci.orono.mn.us>
Subject: RE: 885 Willow Drive Inquiry
Heidi
Will the MCWD issue a NOD based on a Level 1 delineation? If so, then yes we need a NOD. If it isn't your policy or
practice to issue an official NOD we, at a minimum, need documentation from the MCWD that the Level 1 delineation
conducted is correct/accurate/etc for our purposes. The applicant will need to provide a survey or site plan showing the
setback of the delineated project from the wetland edge.
The project must be set back 35'from the edge of the wetland (current) or 10-feet further than the recorded buffer,
whichever is greater.
Will the MCWD issue a NOD?
Melanie
Melanie Curtis
St 952.249.4627 ®mcurtis@ci.orono.mn.us
From: Heidi Quinn [mailto:hquinn@minnehahacreek.org]
Sent: Friday,July 29, 2016 2:32 PM
To: Christine Mattson<CMattson@ci.orono.mn.us>; Melanie Curtis<MCurtis@ci.orono.mn.us>
Subject: 885 Willow Drive Inquiry
Hi Christine and Melanie,
I would like to confirm if 885 Willow Drive will require an official NOD from MCWD as the LGU for WCA for the proposed
deck/patio additions. I have attached the declaration from the subdivision and larger plan showing the 25' buffers that
are declared to the property more clearly. I told the applicant, David Marquis, that a level 1 delineation would be
adequate to determine if the wetland has moved. After review, MCWD staff have determined that the delineation
submitted on July 25th, 2016 is consistent with the delineation conducted for MCWD permit 00-024:Willow View
Subdivision.
2
