As I mentioned, due to winter weather conditions our engineer cannot determine if the <br /> grading that is shown in the survey is accurate of what was completed due to the snow and he's also unable to determine <br /> if the vegetation has been reestablished due to snow cover. <br /> Since a Temporary Certificate of Occupancy (TCO) has been requested, I have attached the TCO form which needs to be <br /> signed by the owner or contractor and returned to us. <br /> As stated on the building permit (copy attached) if a TCO is necessary in the event of winter weather conditions or other <br /> weather conditions (which prevent the completion of the exterior improvements and/or an as-built survey) an escrow of <br /> $10,000 is required. The City currently holds $2,500 in escrow.
