Planning & Zoning Administrator <br /> DATE: July 7, 1993 <br /> SUBJECT: 2700 White Oak Circle - Septic System <br /> List of Exhibits <br /> A - Inspection Report and Soil Boring Log 5/28/93 <br /> B - Septic System Inventory Card <br /> C - Inspection Reports 7/25/91, 6/16/88, 8/14/84, 7/30/79, 8/22/78 <br /> D - System Design Report 1976/78 <br /> E - Letter to Owner Jason Becker 1/28/79 <br /> Sununary of Procedure/Conditions Encountered <br /> This system was inspected May 28th apparently at the request of the intended buyer or <br /> his lender who required a septic certification. Steve Weckman indicates that whether or not the <br /> inspection had been requested, this property would have been inspected later this summer as part <br /> of the regular program. <br /> Weckman's boring found that the existing trench system has a seasonal water table <br /> separation ranging 1" to 3" as identified by soil mottling and gleying, as well as noting an actual <br /> free water surface 1' below the trenches on the day of the boring. The system is clearly <br /> nonconforming by the definition adopted as part of our septic code revision in February 1992. <br /> The soil boring log indicates that borings were taken at the uphill side of the system, <br /> which would likely yield the most favorable conditions at the site. It would not be surprising <br /> to find no separation between the most downhill trench and the seasonal water table. <br /> In my opinion, Weckman correctly defined this system as nonconforming, and the <br /> inspection report indicated that the system must be upgraded within one year, as required by <br /> City ordinance for all nonconforming systems since 1978. <br /> Addressing Specific Points Made by Rasmussen's Attorney <br /> • System installed under 1978 code standards <br /> This system was installed in 1978 by Westonka Plumbing. Actual soil testing for this <br /> site had been completed for VanEeckhout Building Corporation by Soil Testing Services of <br /> Minnesota in December 1976 as part of the subdivision to create White Oak Circle. The design <br /> was done by Mr. VanEeckhout and approved by the City in April 1978. The system was <br /> installed in August 1978. <br />
