During an inspection in <br /> June of 1990 , it was observed that drainage water was standing <br /> just uphill of the mound and an area at the toe of the mound was <br /> surfacing. Minor landscaping changes were made to direct <br /> drainage around the mound and grass was _established to reduce <br /> erosion. Subsequent inspection revealed that the downhill toe of <br /> the mound still appeared to be excessively moist on a regular <br /> basis, however the cause of the problem was unknown. <br /> A report has been received at the City Offices regarding the <br /> septic system at this property from S-P Testing, Inc. dated <br /> August 19 , 1991 . The report indicates that effluent was <br /> surfacing from the downhill toe of the mound in July of 1991. <br /> Shortly after a 2 inch rainfall in August, the system was again <br /> inspected and rain water was found to be entering the pumping <br /> chamber from the 2 inch supply line to the mound. It was also <br /> noted that a steady flow about the size of a garden hose was <br /> entering the pumping chamber from its inlet pipe while no one <br /> was home. Mr. Schirmers indicated that both problems could <br /> likely be solved by resealing the tanks and repairing a float <br /> switch which was malfunctioning. A copy of the report from S-P <br /> Testing has been enclosed. <br /> Because this system has exhibited surfacing problems since <br /> shortly after it first came into use, the extraneous flows into <br /> the tank may well be a result of inadequate initial sealing of <br /> the tanks during installation.
