CMP Part 4E. Parks,Trails, and Open Spaces <br /> PARK, OPEN SPACE AND TRAIL ACTION PLAN <br /> The following paragraphs describe how Orono intends to act on the goals and policies of the previous <br /> section. <br /> Park Commission <br /> The Orono Park Commission serves as an advisory body appointed by the City Council to make <br /> recommendations about park, open space and trail issues. The Paris Commission will continuously <br /> evaluate park, open space and trail facilities and community needs. This ongoing evaluation <br /> process allows for identification and prioritization of improvements; taking into account such <br /> factors as population growth,demographic changes,levels of facility use,health and safety factors, <br /> condition of facilities, special populations, adjacent land use compatibility, and life cycle <br /> recreation; invasive species removal and satisfaction of community needs. The Park Commission <br /> will monitor the parks, open space and trail systems to satisfactorily address the goals and policies <br /> of this plan. <br /> Focus Parks and Trails <br /> The Park Commission will focus on the following Park,trails, and recreational facilities. <br /> Big island <br /> In order to achieve the level of management needed to operate Big Island Park successfully, <br /> the City and Minnehaha Creek Watershed district created and adopted the Big Island <br /> Nature Park Management Plan,November, 2011. The management plan contains a vision <br /> and a series of goals for the park. The specific bullet points require additional <br /> clarification and coordination with the Plan. The proposed Comprehensive Plan for <br /> Orono 2040 will be a three-phase process as outlined below: <br /> Table 4E-6:Big Island Implementation <br /> Phase I: This Phase will focus on the making the park safe and accessible. <br /> • Clean up existing trails so they are passable for hiking. <br /> • Purchase and place a safe container for mowing and trail maintenance equipment. <br /> • Mow and maintain trails. <br /> • Establish controls for unauthorized use(snowmobiles) <br /> • Renovate existing structure(visitor center) <br /> • Evaluate Historical value <br /> • Create aplan to improve security. <br /> Phase II This Phase will focus on completing Goals in 2030 Comp Plan. <br /> • Establish a master plan for day use facilities, including but not limited to: bathrooms, shelter, viewing <br /> platform,picnic tables,historical marker,accessible paths,and a veteran's memorial flag. <br /> • Clarify the Natural and Recreational Areas in the conservation easement. <br /> • Re-evaluate the Management Plan together with the MCWD and make revisions as needed. <br /> • Construct day use facilities <br /> • Provide access for those who are physically disabled. <br /> • Conduct a process involving all possible stakeholders to create a long-term Vision. <br /> • Establish a true Vision for the Orono Big Island Park(what should it look like in the year 2040?) <br /> Phase III This Phase will focus on the long-term potential of the park. <br /> • Create the partnerships required to implement the plan(MCWD,LMCD,surrounding cities,state of MN, <br /> Veterans groups,Three Rivers Park District,etc.) <br /> • Create a phased approach to the vision(masterplan) <br /> • Seek and obtain funding. <br /> • Implement the plan. <br /> City of Orono Community Management Plan 2020-2040 Part 4E, Page 9 <br />
