Sediment and pollutant trapping and retention; <br /> 713 b. Storage of surface runoff to prevent or reduce flood damage; <br /> 714 c. Fish and wildlife habitat; <br /> 715 d. Recreational use; <br /> 716 e. Shoreline or bank stabilization;and <br /> 717 f. Noteworthiness,including special qualities,such as historic significance,critical habitat for <br /> 718 endangered plants and animals,or others. <br /> 719 This evaluation must also include a determination of whether the wetland alteration being <br /> 720 proposed requires permits,reviews or approvals by other sections of city ordinances or by other <br /> 721 local,state or federal agencies including but not limited to watershed districts,state Department <br /> 722 of Natural Resources,or the United States Army Corps of Engineers. <br /> 723 (2) Alteration activities shall be in accordance with City Code section 79-9 Minimum SWPPP Best <br /> 724 Management Practices(BPMs),including,but not limited to: <br /> 725 Ia.Alterations must be designed and conducted in a manner that ensures only the smallest <br /> 726 amount of bare ground is exposed for the shortest time possible. <br /> 727 b.Mulches or similar materials most be used,where necessary,for temporary bare soil <br /> 728 coverage,and a permanent vegetation cover must be established as soon as possible. <br /> 729 c.Methods to minimize soil erosion and to trap sediments before they reach any surface <br /> 730 water feature must be used. <br /> 731 d.Altered areas must be stabilized to acceptable erosion control standards consistent <br /> 732 with the field office technical guides of the local soil and water conservation districts and <br /> 733 the United States Natural Resources Conservation Service.[ _ Commented[1616]:From state rules relative to grading. , <br /> 734 <br /> Page X20 <br />
