Planning Commission Work Session Notes <br />8/1/2018 at 5:30pm <br />Attendance: Commissioners: Bruce Lemke, John Thiesse, Bob Erickson, Dennis Libby, and Jon Ressler; <br />Commissioner Alternates: JB Seals; Staff: Jeremy Barnhart, Melanie Curtis, Laura Oakden <br />The meeting began at 5:30 PM <br />Discussion Topic: Accessory Buildings and Accessory Structure Setbacks <br />The Planning Commissioners were presented with setback tables for each zoning district and were asked to discuss <br />appropriate setbacks. <br />Residential Districts: <br />• The Commissioners discussed the need for clarification and definition for important terms including: <br />✓ Front yard <br />✓ Side street yard <br />✓ Accessory structures <br />✓ Accessory buildings <br />• Currently, the code has different standards for accessory structures, buildings, and detached garages in certain <br />districts. <br />• Commissioners discussed whether there should be universal architectural requirements and to consider <br />allowing detached garages forward of the principle structure on non-lakeshore lots. <br />• There should be specific garage door placement requirements for access. <br />• A pattern was suggested for the proposed setbacks for OAB, OAS, AB, and AS from the Front Street lot line (& <br />Rear Street lot line on lakeshore lots) as follows: <br />Setbacks for: <br />From the Front Yard on non- <br />and from the Rear/Street Yard <br />Example: LR -1A <br />lakeshore lots <br />on lakeshore lots <br />District <br />Oversize Accessory <br />Zoning district principal <br />Zoning district principal building <br />CAB set back 50' from <br />Building (OAB) <br />building front setback <br />front setback <br />street or rear street <br />>1000 s.f. <br />(lakeshore) <br />Oversize Accessory <br />Zoning district principal <br />Zoning district principal building <br />OAS set back 30' from <br />Structure (OAS) <br />building side -street setback <br />side -street setback <br />street or rear street <br />>1000 s.f. <br />(lakeshore) <br />Accessory Building <br />Zoning district principal <br />Zoning district principal building <br />AB set back 30' from <br />(AB) <1000 sf <br />building side -street setback <br />side -street setback <br />street or rear street <br />(lakeshore) <br />Accessory Structure <br />Zoning district principal <br />Zoning district principal building <br />AS set back 30' from <br />(AS) <1000 sf <br />building side -street setback <br />side -street setback <br />street or rear street <br />(lakeshore) <br />• The new code should remove the current size -based setback restrictions for buildings (there are three to four <br />different setbacks based on size or type of building eg. 750-1000 sq.ft having a 15 foot setback). <br />• There should only be two tiers of setbacks; under 1000 sq.ft and over 1000 sq.ft. <br />• RS District needs clarification regarding side yard setback for principle and accessory buildings. <br />Business/Industrial Districts: <br />• There are challenges in all B districts regarding nonconforming lot size and the setbacks throughout. <br />Commissioners discussed the possibility of changing the minimum lot area and/or lot width requirements <br />for each district. <br />• Marinas in the B-2 district are almost all nonconforming with respect to lot area and lot size. <br />• The zoning in the Navarre area should be discussed with the Navarre Area Group and the implementation <br />of the Comprehensive Plan. <br />• Industrial Districts should consider changing the lot area to 1 acre and accessory buildings should not be <br />permitted closer to any road than the principle building. <br />Direction given.
