Due to the <br />narrowness of the peninsula, a number of variances will be necessary. <br />Staff Recommendation: While no formal action is required, this memo will serve as a <br />foundation for the Planning Commission's discussion with the applicants outlining <br />potential issues for discussion to be addressed prior to submission of a formal <br />Preliminary Plat application. Due to the inconsistencies with the City Code, Staff does <br />not support the proposal as drafted. <br />Background <br />A single property owner owns the 14 platted parcels at the end of Baldur Park, including <br />the subject parcels, and the existing home at the end of the point. The project area is <br />comprised of 4 separate parcels at a narrow point of Baldur Park. The parcels are currently <br />undeveloped, though a driveway cuts through the parcels serving an existing home. The <br />site is bounded on two sides by Lake Minnetonka and is generally flat. Portions of the <br />property appear to be below the regulatory flood elevation of 931.5. Any structure's lowest <br />floor will need to be raised to one foot above this elevation; the lowest opening needs to be <br />2 feet above this elevation. <br />The applicant proposes to combine several lots to create a new lot. Combining lots removes <br />interior lot lines and their corresponding setbacks, allowing for a larger home. The <br />applicant proposes retaining access to the home on the point, which they own, via an <br />easement through the subject property. <br />Sketch Plan Review Parameters <br />The goal of this review is to provide the applicant with an overview of the pertinent City <br />ordinances and how they affect the proposed plat, and to discuss the strengths and <br />weaknesses of the proposal. The "Summary of Issues for Consideration" reveals a number <br />of issues with the proposed plat and should provide direction to the applicants regarding <br />the proposal. Planning Commission should review each topic and identify any issues to <br />which the applicant should pay special attention. <br />
