When a building or use loses its nonconforming <br />status, all signs devoted to the structure or use shall be removed and all signs <br />painted directly on the structure shall be repainted in a neutral color or a color <br />which will harmonize with the structure. <br />Sec. 78-1485. - Severability. <br />If any section, subsection, sentence, clause or phrase of this division 4 is for any reason <br />held to be invalid by any court of competent jurisdiction, such decision shall not affect the <br />validity of the remaining portions of this Division 4. The City Council hereby declares that it <br />would have adopted this Division 4 in each section, subsection, sentence, or phrase thereof, <br />irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases <br />be declared invalid. <br />SECTION 2.
