Where lots are more than <br />double the minimum required area for the zoning district, the city may require that such lots be arranged <br />so as to allow further subdivision and the opening of future streets where they would be necessary to <br />serve such potential lots, all in compliance with chapter 78. In general, side lot lines shall be at right <br />angles to street lines (or radial to curving street lines) unless a variation from this rule will give a better <br />street or lot plan. Dimensions of corner lots shall be large enough to allow for erection of buildings, <br />observing the minimum front yard setback from both streets. Depth and width of properties reserved or <br />laid out for business, commercial or industrial purposes shall be adequate to provide for the off-street <br />parking and loading facilities required for the type of use and development contemplated, as established <br />in chapter 78. <br />Sec. 82-254. - Lot area, minimum. <br />The minimum area requirements for each proposed lot as prescribed in chapter 78. The lot area <br />must also comply with chapter 58, article II. Public and private rights-of-way, vehicular or pedestrian <br />easements, or surface areas below the ordinary high water mark of any surface water or wetlands or <br />floodplain areas may not be used in order to meet any portion of the minimum lot area requirements. <br />Sec. 82-281. - Design standards. <br />(a) Generally. In order to provide for roads of suitable location, width and improvement to <br />accommodate prospective traffic and afford satisfactory access to police, firefighting, snow removal, <br />sanitation and road maintenance equipment, and to coordinate roads so as to compose a convenient <br />system and avoid undue hardships to adjoining properties, the following design standards for roads <br />are required: <br />(1) Road surfacing and improvements. After the sewer and water utilities have been installed by <br />the subdivider, the subdivider shall construct all road pavement, shoulders, drainage <br />improvements and structures, curbs, culs-de-sac, and sidewalks in conformance with all <br />construction standards and specifications adopted by the city and shall be incorporated into the <br />construction plans required to be submitted to the subdivider for final subdivision approval. <br />(2) Rights-of-way. Rights-of-way shall be in accordance with the following performance standard <br />a.
