There is no access to Wayzata <br />Boulevard. One of the access exists, shared with the medical office to the west and is on <br />the property line. The second access is generally 155 feet west of the NE corner. This <br />driveway does not line up with a driveway across the street. It was commented during the <br />concept plan phase that the driveway should line up with a drive on the north side of Kelley <br />Parkway. From staff's perspective, it is not critical that the drives line up. The two drives <br />in question are used almost exclusively by city employees, and one of the drives is <br />primarily an entrance only. The Commission should discuss whether the driveway <br />locations should line up. It does not appear they can shift to the east, this will impact <br />stormwater retention options. <br />Internal circulation is proposed to be provided by a paved driveway along the west side of <br />the building for parking, and a loop driveway in front of the building. <br />Parking includes 54 surface stalls and 72 underground stalls. Parking requirements equal <br />2 spaces per dwelling unit. Assuming 56 units require 112 spaces, 126 are shown. 14 of <br />these spaces are shared with the medical office to the west. <br />A dumpster enclosure serving the medical office building is located in the SW corner of <br />the site. There is a proposed refuse area located in the parking level. <br />Parks, Trails, Sidewalks <br />The sidewalk along Kelley Parkway from the west terminates near the NW corner of the <br />site. This sidewalk should be continued to the NE corner of the site. <br />A trail along the south property line is anticipated as part of the Stonebay project. <br />Preliminary Hennepin County plans for the upgrade of Wayzata Boulevard include a trail <br />along the north side of Wayzata Boulevard from Willow Drive to Old Crystal Bay Road, <br />within the right of way. The applicants should expect that a trail will be required along <br />their south boundary, with a possible connecting link to Kelley Parkway along the west <br />edge of the stormwater pond. If the trail is to be located on public right of way, the <br />developer should anticipate paying the portion of the trail equal to their front foot costs. <br />RPUD standards include a requirement for 10% of the site being dedicated to private <br />
