Item 7 <br />Date Application Received: March 21, 2018 <br />Date Application Considered as Complete: April 10, 2018 <br />60 -Day Review Period Expires: June 9, 2018 <br />To: Chair Thiesse and Planning Commission Members <br />Dustin Rief, City Administrator <br />From: Jeremy Barnhart, Community Development Director <br />Date: April 16, 2018 <br />Subject: LAI 8-000036, Orono Apartments, LLC — John Patch, 2745 Kelley <br />Parkway, <br />Comprehensive Plan Amendment, Zoning Change Amendment, Site Plan <br />Public Hearing <br />Application Summary: The applicant is requesting approval of an amendment to the <br />Community Management Plan (Land Use) and Zoning Map (Zoning) to develop the 2.55 <br />acre parcel into an apartment building. The Master Development Plan are prerequisites <br />to the Map and Land Use changes. <br />Staff Recommendation: Staff recommends approval of the Comprehensive Plan <br />Amendment, Zoning Amendment to RPUD, and the Master Development Plan, subject <br />to the following conditions: <br />1. Metropolitan Council Approval of the Comprehensive Plan Amendment. <br />2. Approval of the final Master Plan <br />3. Additional Easements to protect existing water and storm sewer infrastructure. <br />4. Approval of hardcover waiver as described. <br />5. Revised Landscaping plan to meet plant number and size requirements. <br />6. Expansion of the sidewalk along Kelley Parkway <br />7. Siding material consistent with Stonebay Condominium. An 8' bituminous trail <br />shall be provided along the southern property line. <br />8. Payment of fees as prescribed. <br />9. Watershed approval of the drainage and erosion control measures. <br />10. Building shall meet all fire and building codes. Fire chief shall approve all <br />hydrant/ connection locations. <br />Background <br />The property under review is Lot 1, Block 2 of the City of Orono Addition, and is located <br />immediately south of the Orono Public Works garage. The property is currently zoned B- <br />6 PUD, and is guided for Commercial Office use. The site is and has been vacant for many <br />years. In 2004 a plan was developed for a proposed office building; though no formal <br />action on that plan occurred. <br />
