Box 66 <br /> Crystal Bay, Minn. 55323 <br /> RE: Fulmer Property 7 3505 WayzataBoulevar <br /> Dear Mr. Bernhardson: <br /> This letter is in response to your letter dated May 5, 1986 <br /> requesting permission to connect the subject property to the Com- <br /> mission' s Maple Plain Interceptor, MWCC 83-52 . <br /> The Commission has reviewed your request and offers the following <br /> comments: <br /> j As per the City' s request, the Commission designed the Maple Plain <br /> interceptor with no reserve capacity available for the City of <br /> Orono. Although no capacity was designed for Orono, the connec- <br /> tion of this one property should not cause a capacity limitation <br /> f <br /> within our system for Maple Plain. <br /> Policy 7, of the Metropolitan Council' s Water Quality Management <br /> Development Guide/Policy Plan, states, "Metropolitan sewer system <br /> 6 facilities ( treatment plants and interceptors) irrespective of <br /> location, should provide service only to land inside the Urban <br /> Service Area. Any deviation from this policy must be incorporated <br /> into an approved Metropolitan Development Guide/Policy Plan on <br /> Water Quality Management. " The subject property is located within <br /> ethe rural service area of the City of Orono. Thus, the Commis- <br /> sion, at this time, cannot allow the connection to our intercep- <br /> tor. <br /> If the City intends to pursue this connection, it must first <br /> either amend its comprehensive plan, requesting this property to be <br /> included within the Urban Service Area, or request that the Metro- <br /> politan Development Guide/Policy Plan be amended to allow the con- <br /> Metro Square Building, Saint Paul, Minnesota 55101 612-222-8423 <br />
