He felt that three-fourths of <br /> the Park Dedication Fund should not be spent to purchase this <br /> property. <br /> Ilse asked if there might be a partnership available that would <br /> help defray the cost of the property, or suggested they ask the <br /> Council for funding. <br /> Wilson agreed that the entire amount cannot be paid from Park <br /> Dedication Funds, and did not feel a partnership would be <br /> available as there are no endangered species in the area. <br /> Chair Flint noted he is not pro-development, but agreed with the <br /> motion on the table. He noted the knoll area is not the main <br /> issue here but rather the wetlands preservation. <br /> Ilse asked that they consider offering the northern parcel for <br /> sale, not necessarily meeting the required $150,000 . <br /> Chair Flint noted that would not be possible as they have no <br /> control over the timing of development on the northern property. <br /> Vongries felt that the entire parcel should be sold and let a <br /> developer come back with a proposal . He suggested that the <br /> northern parcel could be divided into two lots . <br /> Gerhardson explained that would mean the creation of a <br /> substandard lot , which is against the current Council ' s policy. <br /> Johnston felt that if the area is developed, the City should <br /> subdivide the property and sell the lots for profit. <br /> It was moved by Bradley, seconded by Chair Flint, to recommend to <br /> the City Council that 2 2-acre parcels be allowed to be developed <br /> at the southern end of the property, and reserving the northern <br /> parcel until such time access can be provided to the north. Ayes <br /> 6, nays 1 . Ilse voted nay. <br /> Gerhardson asked the Commission to define exactly what they would <br /> like to retain. <br /> Chair Flint noted they are proposing to sell only the two <br /> buildable lots. <br /> Ilse recommended that the northern parcel be dedicated as park <br /> without payment from the Park Dedication Fund. <br /> Gerhardson suggested they not bring that up at this time. He <br /> suggested they recommend selling the entire southern portion <br /> including the wetlands, which would add value to the buildable <br /> lots , while still retaining that area as wetland. <br /> 6 <br />
