P�INUTES OF A REGULAR MEETING HELD FEBUARY 20, 1974 Page 2 <br /> Panuska recomrnended that Cygnet Place be used CYGNET PLACE <br /> strickly as a w2ldlife area and that it is <br /> unsuitable £or park developtaent. <br /> Panuska moved, that we take action to get tree <br /> plantings, authorize the adjoining owner to <br /> construct a channel for water across our <br /> property and to construct a pond on our <br /> property at their own expense. Motion not <br /> carried. <br /> Berglund will report later on the ballfield MINNETONKA ART CENTER <br /> and tennis court status at the Niinnetonka <br /> Art Center. <br /> The sewage problem still exists and no further HACKBERRY <br /> action suggested at Hackberry. <br /> i10 report until snow is off and deed restrictions CASCO CIRCLE <br /> situation is still unresolved at Casco Circle. <br /> Panuska presented a recommended proposal for the LUCE LINE TRAIL <br /> Luce Line Trail use for Gonunission consideration <br /> prior to its use in the proposed public hearing. <br /> Oberhauser moved, Opheim seconded, that the <br /> proposal be revised to read that within the <br /> City of Orono, the priority for trail use be <br /> hiking, CC skiing, bicycling and horseback <br /> riding. Therefore, no snowmobiZe tr.affic should <br /> be allowed east of Stubb' s Bay Road. Further, <br /> snowmobile traffic west cf Stubb's Bay Road <br /> be considered acceptable only if provision for <br /> safe separation from others were provided. <br /> This use by snowmobiles should further be <br /> governed by a curfew and a speed limit. Should <br /> any provision of proper use by any user be found <br /> to be violated in aggravated manner, the City <br /> reserves the right to requeat revocation of <br /> such use. <br /> Three can remain as submitted. Motion, <br /> Ayes (6) - Nays (0) . <br /> Panuska moved, Berglund seconded, that Ordinance ORDINANCE NO. 151 <br /> No. 151 be revised to give park board authority <br /> to recommend traffic control and designated trails <br /> on public lands within the City.
