No <br /> temporary sign shall be allowed in residential zones unless permitted as <br /> election or sale signs under this section. Multitenant buildings shall be <br /> considered as a single property for purposes of subsection (8) of this section; <br /> and the use of the single temporary business sign by tenants on the property <br /> shall be the responsibility of the property owner or designated manager, who <br /> shall endorse in writing all applications for sign permits. <br /> c. The owner or manager of the sign and the owner of the property shall be <br /> equally responsible for the proper location, maintenance and removal of the <br /> sign. All temporary signs shall be located on a property so that they do not <br /> impede safety by obstructing vision of pedestrians or motor vehicle operators. <br /> d. The city may, without notice, remove any temporary sign erected in violation of <br /> this section or any other federal, state, or local law or ordinance. Any signs not <br /> claimed within 30 days after removal may be destroyed by the city. <br /> (9) Election signs. Election signs are permitted on private property in any district, <br /> provided such signs are removed within ten days following the election as related to <br /> the signs. No election sign shall be permitted in any district sooner than 46 days <br /> before the state primary for any state general election, and no sooner than two <br /> months prior to the election for an election other than a state general election. <br /> (10) Pylon sign. A sign supported by a post or posts so that the sign and supports are <br /> finished to grade by encasing the posts in a material consistent with the sign and <br /> where the base width dimension is a minimum of ten percent up to and including 50 <br /> percent of the greatest width of the sign. <br /> (11) Monument signs. One monument sign, limited to two faces is allowed per frontage per <br /> property, with a maximum of two. The areas of sign base, the supporting background <br /> structure, and the sign copy shall be combined for determining the total square <br /> footage and the height of the monument sign. <br /> a. The total allowable square footage shall not exceed 100 square feet per side. <br /> The base and supporting material shall constitute at least 25 percent of the <br /> total square footage. <br /> b. The base width dimension is 50 percent or more of the greatest width of the <br /> sign. <br /> c. The sign copy area shall have a minimum clearance of 20 inches above ground <br /> level. <br /> d. The sign copy area shall be completely enclosed within the monument <br /> materials. <br /> e. No portion of the sign or sign structure shall exceed ten feet above ground <br /> level. <br /> f. The monument sign base shall be constructed of materials similar in <br /> appearance to those of the principal structure and shall consist of brick, natural <br /> stone, stucco, textured cast stone, or integrally colored concrete masonry units. <br /> The structure surrounding the face of the sign from the base to the top of the <br /> sign must be solid, continuous, and consist of the base materials or <br /> complementary materials that match the appearance and color of the principal <br /> building. <br /> 9.
