The project is for the creation of a stormwater pond within an existing wetland/drainage ditch. Total impacts approved are 24,041 sq ft of Type 2 wetland, which requires replacement at a 2.25:1 ratio, and 1,663 sq ft of previously impacted Type 2 wetland, which requires replacement at a 4:1 ratio. The total mitigation required for these impacts is 60,744 sq ft. Sequencing flexibility has been applied on the basis that the wetland to be impacted has been degraded and exhibits steep side slopes, erosion, and a dominance of non-native, invasive vegetation. According to MNRAM assessments, replacement of the existing wetland will result in a certain gain in function and public value. Mitigation will be in the amount of 32,581 sq ft of New Wetland Credit and 41,935 sq ft of Public Value Credit in the form of upland buffers. Mitigation will take place on site through the creation of three basins, all of which are adjacent to existing wetlands(see enclosed site plan). The replacement plan received by MCWD on 12/19/08 with additional materials submitted on 1/15/09 is approved with the condition that no work can begin on site until the following items are submitted to and approved by MCWD: 1. WCA Replacement Deed Forms, including the Declaration of Restrictions and Covenants. Affidavit of Landowners, and Consent to Replacement Wetland. These documents can be submitted before recording them with Hennepin County provided that they have been completed, signed and notarized. 2.
