The City's <br /> position is that the plates are required to be of treated lumber. The first sentence refers to concrete <br /> slabs placed on earth, your screen porch is not on a slab place on earth, it is a slab on a foundation. <br /> I agree that PL-400 is a vapor barrier. However, I have never seen anyone completely coat a <br /> member before it is glued down. The code section you quoted refers to wood not subject to water <br /> splash, I think the bottom plates of a screen porch is subject to water splash. It also refers to an <br /> impervious membrane between concrete and earth.
