The City's
position is that the plates are required to be of treated lumber. The first sentence refers to concrete
slabs placed on earth, your screen porch is not on a slab place on earth, it is a slab on a foundation.
I agree that PL-400 is a vapor barrier. However, I have never seen anyone completely coat a
member before it is glued down. The code section you quoted refers to wood not subject to water
splash, I think the bottom plates of a screen porch is subject to water splash. It also refers to an
impervious membrane between concrete and earth. Your existing foundation is lacking this item
also.
Therefore, the City must enforce the Building Code on this matter.
Sincerely,
Lyle Oman
Building Official
LO/jig
cc: Bruce Vang, Field Inspector
Telephone (612) 473-7357 • FAX 473-0510
