The proposal appears to show modifications and/or <br /> expansions in some areas, however it is not clear enough for our review. As stated in our November 3, 2015 letter we <br /> still need the following items to be submitted or revised in order for your application to be considered complete and <br /> for the plan review to continue: <br /> 1. Wetlands. Based on our available information, it appears there is a wetland within the property. This wetland <br /> appears to be located within 150 feet of the proposed project. According to Orono City Code Section 78-1605 <br /> (copy enclosed) a wetland delineation is required for projects within 150 feet of a wetland; a 35-foot setback <br /> is required from any delineated wetland edge for structures or hardcover. Contact a wetland delineator to <br /> conduct a wetland delineation. The delineation report must be submitted to the Minnehaha Creek Watershed <br /> District (MCWD) for their approval. Following the MCWD approval, the location of the delineated wetland <br /> edge and 35-foot setback must be shown on a survey. <br /> 2. Certificate of Survey. The copies of the survey submitted do not meet the City's survey requirements(see Ord. <br /> No 152, enclosed). Please provide two copies of an updated, full size certificate of survey which meets all of <br /> the City's survey standards(enclosed) indicating the location of the existing and proposed driveway;proposed <br /> sidewalks;delineated wetland edge;and 35-foot wetland setback. Please note,our engineer has not reviewed <br /> the plans submitted,so additional comments may be forthcoming. <br /> 3. Landscape Plan. Will there be any other changes to the landscaping? If so,the City requires a landscape plan <br /> be submitted showing all the proposed exterior/landscaping improvements, i.e. patios, grading, sidewalks, <br /> retaining walls, etc. The plan should include the name of the individual performing the work. Any proposed <br /> patios,grading,sidewalks,retaining walls,etc.shown on the landscape plan must also be shown on the survey. <br /> 4. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal <br /> of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City <br /> for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee <br /> conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow <br /> amount for this project is$2,000. The escrow agreement is enclosed. The property owner must sign the escrow <br /> agreement and submit a check for$2,000. <br />
