CITY OF ORONO MEMORANDUM <br />DATE: September 23, 2019 <br />TO: City Council & Dustin Rief, City Administrator <br />FROM: Adam Edwards, Director of Public Works/City Engineer <br />RE: Dakota Trail Extension Update <br />Purpose. The purpose of this Memorandum is to provide and update on the design work for the trail <br />extension in Navarre to the Dakota Trail and receive guidance on whether to continue with the project <br />development or not. kin -L. ,Ty u <br />Background. In 2016 the City of Orono began discussion <br />with Hennepin County and Three Rivers Park District about <br />creating a safe connection between the Dakota trail and <br />Navarre via County Round 19. This trail extension will close <br />the gap between the Dakota and the existing sidewalk that <br />ends at Livingston thereby connecting the Dakota Trail to the <br />downtown, existing park and ride facility and Navarre Park. <br />Three Rivers Park District agreed to take the lead in design <br />work for the project. In March of 2019 the city entered into a <br />formal cooperative agreement with Hennepin County and the <br />Three Rivers Park District to commence design work. <br />Update. SRF Consulting under supervision of Three Rivers <br />Park District has completed the 60% design and produced a <br />revised cost estimate for the project. Current estimates place the total cost of the project at $495,000- <br />$580,000. The agreed upon 1/3 cost split results in an estimated cost of $165,000-$200,000/ agency. <br />One of the terms of the agreement was that should the project estimate exceed $300,000 at any point, the <br />parties agree to discuss additional funding and/or terminate the project with each party paying a third of <br />the expended costs to date. Based on this provision staff from the three agencies are seeking guidance <br />from their respective councils or boards and will meet in early October to coordinate any future work on <br />the project. <br />Cost. The cost to the City based on the current estimate would be will be $165,000-$200,000. <br />Funding. The funding for the project has be identified in the Capital Improvement plan from the Parks <br />Enterprise fund. <br />COUNCIL GUIDANCE REQUESTED <br />Discussion and direction to staff on whether to continue with design and development of a trail <br />connection along Country Road 19 between Dakota rail regional trail and Livingston Avenue. <br />Reference <br />A.
