CITY OF ORONO MEMORANDUM <br />DATE: May 28, 2019 <br />TO: Mayor Walsh, City Council <br />FROM: Dustin Rief, City Administrator <br />RE: Fire Negotiations update <br />City Goal: <br />1. To provide consistent, high levels of customer service to our residents and balance the enforcement of <br />codes <br />3. To create a culture of continuous improvement by providing efficient and reliable government <br />services <br />4. To adopt best practices into city processes to ensure the high quality services are provided in an ever- <br />changing environment <br />The City has engaged with the City of Long Lake to work to establish a new agreement around fire <br />services prior to the end of the contract in 2023. The goal is to review the partnership in its current state <br />and to determine what the future partnership looks like. It is important to ensure the future partnership <br />would work well under the adopted City mission, vision, and goals and to outline the expectation of what <br />that means to the council. <br />The questions we are asking should address <br />Partnership Structure: <br />Options- Long Lake Ownership, Orono Ownership, or Joint Powers <br />Cost Allocation Methods: <br />1. Hours only <br />2. 1/3 Population - 1/3 Calls - 1/3 Square Miles <br />3. 1/3 3yr Average call hours — 1/3 Taxable Value — 1/3 Population <br />4. 1/3 Population — 1/3 calls hours — 1/3 Estimated Assessed Value <br />5. Hours 30%/Market Value 70%(current) <br />Best Practices- A best practice is a method or technique that has been generally accepted as superior to <br />any alternatives because it produces results that are superior to those achieved by other means. <br />Best Practices can be broken down into two components: administrative policies and protocols and <br />technical operations. It is reasonable to suggest Orono would have some type of oversight over <br />administrative polices around response protocol, resource allocation and personnel. It would also suggest <br />recommendations for changing technical tactics and policies would come from the Fire Chief as the <br />technical expert. <br />The Hennepin County Emergency Medical Services Council is working to revise Ordinance 9 and present <br />recommendations that will have an impact on Medical related response. There is an expected change to <br />the following areas: <br />1. Dispatch changes <br />2. Medical Response <br />
