<br />H:\ORNO\2019 New Projects\Fee Estimate - Big Island Phase 1 Study.docx <br /> <br />September 18, 2019 <br /> <br />City of Orono <br />Attn: Adam Edwards <br />PO Box 66 <br />Orono, MN 55323 <br />RE: Phase I Archaeological Survey & Evaluation of Pier, Park & Veterans’ Camp Site <br /> Big Island <br />Dear Mr, Edwards, <br />Bolton & Menk will provide continued support of the City’s initiative to construct Big Island Park <br />improvements by offering our cultural resources services, Ground disturbing activities have <br />potential to disturb archaeological deposits at the site; the State Historic P reservation Office (SHPO) <br />has requested a Phase I Archaeological Survey tailored to the proposed improvements, as well as an <br />evaluation of the site. Currently proposed improvements include the following: <br />• Trails <br />o Crushed limestone trails <br />o Trail gate <br />o Trail bollards/barriers <br />• Overlook Area <br />o Picnic table <br />o Shade structure/viewing platform <br />o Sitting stones <br />• Dock Area Improvements <br />o Informational sign <br />o Security camera <br />• Interpretive Signage <br />o Wayfinding/interpretive signs <br />• Restrooms <br />o Vault toilets (visitor center & overlo ok) <br />Our Cultural Resources Team will complete a Phase I Archaeological Survey in a responsible, <br />efficient manner. Austin, our archaeological Principal Investigator with thirteen years of experience <br />in cultural resources management, will oversee the investigation and will work with you until the <br />survey is completed and your goals are met. Work will be completed pursuant to the Minnesota <br />Field Archaeology Act. Private Cemeteries Act, and Section 106 of the National Historic <br />Preservation Act. <br />In additional to intensive Phase I-level fieldwork, Bolton & Menk will also utilize information <br />collected by Maritime Heritage Minnesota (MHM) and conduct additional investigation to address <br />questions raised by SHPO in their July 5, 2019, letter. The proposed scope of work does not <br />currently include evaluation of any archaeological contexts other than the known pier, park and
