The purpose of this action item is to gain Council approval to complete additional <br />archeology work required by the State for the Big Island Project. <br /> <br />2. Background. In early 2017 the Big Island Committee was established to evaluate and develop plan <br />to improve the Park and meet the goals of the 2011 Big Island Management Plan. The group worked with <br />staff, consultants and coordinated with MCWD to develop a master plan to guide improvements at the <br />park. The Council approved the Big Island Master Plan on April 23, 2018. In 2018 the City received a <br />grant for an archeological survey. In February of 2019 council authorized the application for a DNR <br />Grant. In June 2019 the DNR notified the City that we had been selected for grant funding at $200,000. <br />As part of the grant process the State Historical Preservation Office (SHPO) conducted a preliminary <br />review of the project and provided direction that additional archeological information will be required <br />prior to any construction in the park. Some of that requirement was met by the MHM survey completed <br />this year but not all. To that end Bolton and Menk has prepared a Not to Exceed Proposal for the <br />additional required work. The additional archeological work can be completed concurrent with the other <br />design and engineering work. <br /> <br />3. Scope. <br />a. Project Scope. The scope of the project and the grant application is: ADA accessible pathway, <br />overlook / pavilion area improvement, interpretive signage and ADA restroom facilities. <br />b. Additional Archeological Work Scope. Back ground and literature review, inspection and <br />shovel testing of the project area, and preparation of report meeting SHPO requirements. <br /> <br />4. Cost. The not to exceed proposal is for $15,380. Exhibit A. <br /> <br />5. Funding. The additional Archeology costs would paid from the Parks Enterprise Fund. <br /> <br />6.
