Gaffron, Assistant Zoning Administrator <br /> DATE: May 10, 1985 <br /> SUBJECT: #913 Phillips - Subdivision - Septic Review <br /> Applicant is proposing three new lots in Orono, plus the existing <br /> house. Because there is some inconsistency in the numbering of the <br /> lots, I will refer to the lots as North, South, Existing, and East ( see <br /> proposed plat drawing) . As you are aware, a portion of this plat is <br /> within the City of Medina. <br /> Lot "North" has both proposed drainfield sites within Medina. The <br /> primary side will require shallow trenches and a curtain drain. The <br /> alternate site will need a mound system. The shape of the lot and the <br /> required setbacks will dictate that the house be placed downhill from <br /> these sites and a pump will be required. On paper, this lot looks <br /> marginal but approvable. Soils at the drainfield site are mapped as <br /> Lester clay loam; the rest of the lot is a transition to G - • •- ' t <br /> cl- ._ _ . . _ - - to. - - - <br /> Lot "South" has proposed drainfield sites at the highest point in a <br /> Leseur/Glencoe transitional soil, with seasonal water table 3 ' or <br /> shallower. Mound systems are proposed at the western edge of the lot <br /> hugging the road outlot. There is a high potential for disturbance of <br /> these sites during construction of the plat road, and then the <br /> potential for excessive runoff once the road is in. Also, the area <br /> tested is realistically only large enough to support one mound system, <br /> not two. An alternate site either further north or easterly would <br /> need to be shown, and this would affect the possible house locations . <br /> Aside from all the above, this lot is mapped as nearly all Glencoe soils <br /> with seasonal water table at 0 ' below the surface. IN MY OPINION, ON <br /> PAPER THIS IS A VERY POOR BUILDING SITE. Whoever tries to build on it <br /> will likely experience sev- - . - - • <br /> - - • ouse has an existing septic system located to the north. <br /> This system has not been inspected as of this writing, but my <br /> recollection is that it extends far north from the gazebo area and may <br /> extend past the proposed north boundary. I will try to confirm this as <br /> soon as possible. Also note that no alternate site has been tested for <br /> the existing house. This is necessary and should be required before <br /> the proposal proceeds much further. <br /> The "East" lot was tested in 1978 by Hickock and Associates. The <br /> reported data indicates that standard trench drainfields in the <br /> primary and alternate site will be acceptable. The only drawback on <br /> this lot is that the drainfield sites are centered near the logical area <br /> he house will be placed in, so careful review will be needed before <br /> ermits are issued. <br />
