City Wage survey for 19 area communities with an average population of 5885 noted an average <br />starting wage of $30.69 per hour and stop wage of $38.04 per hour. Currently, the City's starting <br />wage for this position is $28.80 or $1.89 below average and the top wage of $35.64 or $2.40 <br />below average for cities with a lower average population and complexity. This reinforces the <br />need for a wage evaluation. The recommended grade change from Grade 10 to Grade 11 would <br />also make this postion more competitive in the comparative group. Grade 11 would place the <br />starting wage at $30.64 or $0.05 below average and the top wage at $37.92 or $0.12 below top <br />wage. <br />Internal concerns related to wages, this position and other non-union positions come from the <br />Local 12 Union agreement and the adopted wages for their agreement. Under the current revised <br />scoring the City Clerk scores higher than the City Planners however, the pay scale for union <br />employees provides them with a higher starting, $31.55 and top pay $39.05. This also displays a <br />compression of the pay scale for the Building official(non-union) as well which is a grade 12 <br />with starting pay at $32.59 and top pay at $40.34 <br />Recommendations <br />1. Recommendation is to move the City Clerk Position from Grade 10 step 2 on the non- <br />union wage scale to Grade 11 step 2. <br />2. Recommendation to further evaluate the pay and how to address pay compression with <br />positions both union and non-union to ensure equitable pay is applied to postions of <br />comparable scoring. <br />
