AGENDA ITEM <br />Item No.: 10 <br />Date: June 24, 2019 <br />Item Description: LAI 8-000078 — Sven Gustafson, 387 Orono Orchard Rd S, Final <br />Plat, Orono Orchard Hill — Resolution <br />Presenter: Melanie Curtis Agenda Consent <br />Planner Section: <br />1. Purpose. This application is regarding a final plat application for a subdivision of the property to <br />create a total of 2 lots for single family homes where there is currently one lot. <br />2. MN§15.99 Application Deadline. The final plat application was received on April 22, 2019 and <br />was considered to be complete on June 18, 2019. The 120 -Day review period will expire on <br />October 16, 2019. <br />3. Background. The applicant is requesting final plat approval for a residential subdivision of the <br />property at 387 Orono Orchard Road South. The applicant proposes to create 2 single family lots. <br />A private driveway will also be created to serve the 2 Orono Orchard Hill lots. The existing <br />driveway will be reconfigured to serve 385 Orono Orchard Road S, which is not part of this plat. <br />The plat is generally consistent with the preliminary plat, though the preliminary plat included a <br />statement regarding a tree preservation easement. Such an easement was not included in the final <br />plat as it was determined that with the scale and nature of this development the additional City <br />oversight for tree protection on these wooded properties would be onerous and marginally <br />beneficial. <br />The Planning Commission staff report for the preliminary plat is attached as Exhibit D and <br />provides additional detail. The lots meet the minimum area and width requirements and the <br />developer has demonstrated that adequate buildable areas exist on each lot. <br />4. Public Comment. No comments from the public were received regarding this application. <br />5. Staff Recommendation. The developer has been working with the Minnehaha Creek Watershed <br />District, and the City's engineer on the plans which meet the requirements of both agencies. <br />Hennepin County granted approval of the plat configuration on June 18th. Staff recommends <br />approval of the plat. <br />COUNCIL ACTION REQUESTED <br />Council should consider a motion to adopt or amend the final plat approval resolution for the plat of <br />Orono Orchard Hill. <br />Exhibits <br />A.
