4.3.7S Goals, policies and implementation strategies for Urban Stormwater Management will <br />be incorporated into the education programs identified in the City's SWPPP. The <br />education programs will promote the following practices to the public to help reduce <br />impacts to water resources: <br />A. Maintain a healthy lawn. <br />B. Plant native plants or plants with deep roots to capture more runoff. <br />C. Preserve and maintain native vegetation areas, especially adjacent to streams and <br />wetlands. <br />D. Redirect downspouts to drain on pervious surfaces (grass) instead of impervious <br />surfaces (driveways). <br />E. Install rain gardens to capture localized runoff. <br />F. Restore and/or stabilize shorelines. <br />G. Capture rainwater from rooftops with a rain barrel or cistern and use for irrigation. <br />H. Use a compost bin for leaves, lawn clippings, and other organic waste. <br />I. Test soils for nutrients in order to apply the correct amount of fertilizer. <br />J. Use zero phosphorus fertilizers. <br />K. Keep leaves and lawn clippings out of streets and gutters. <br />L. Pick up pet wastes. <br />M. Limit the use of herbicides and pesticides. <br />N. Wash cars on pervious surfaces to prevent soaps from running off-site. <br />O. Do not dispose any household product into the storm sewer. <br />P. Keep neighborhoods free from litter and debris. <br />4.4 Wetland Management <br />Issues <br />4.4I Draining, filling, or excavating wetlands significantly impacts the water quality of <br />downstream surface waters. The loss of existing wetlands leads to increases in <br />sedimentation, pollution, erosion, and flooding downstream and decreases the diversity <br />and integrity of vegetation and wildlife. <br />Goal <br />4AG Manage and protect wetlands to maximize wetland functions and improve surface <br />water resources. <br />Policies <br />4.4.1P Achieve no net loss in the quantity, quality, and diversity of existing wetlands through <br />enforcement of Wetland Management regulations. <br />4.4.2P Promote wetland restoration, as a way to mitigate historical impacts to wetlands and <br />increase the quantity and quality of wetlands locally. <br />4.4.3P Promote education regarding the benefits of proper wetland management. <br />Implementation Strategies <br />4.4.1S The City will rely on the water resource management standards set forth by MCWD <br />and their management of the Wetland Conservation Act in Orono. Also, the City will <br />continue to administer City Code as it relates to wetland management and provide the <br />necessary resources for the implementation of those standards and this Surface Water <br />Management Plan. Staff or a consultant will be employed to perform the following <br />tasks: <br />A.
