4.1.2S The City will continue to administer the Floodplain Management ordinance in <br />accordance with state and county requirements. <br />4.1.35 The City will continue to monitor and evaluate flooding issues on City property as <br />necessary to protect public safety and minimize potential for property damage. Flood <br />improvement projects identified will be prioritized based on available funds, feasibility, <br />potential project partners, and benefits provided. Once projects are identified, this plan <br />will be updated to list projects in Section 5.0 <br />4.1.4S The City will provide assistance to landowners in evaluating localized flooding issues. <br />If potential flooding will damage nearby dwellings or cause significant erosion and <br />sedimentation, the City will partner with the landowner to correct drainage as feasible. <br />The City's contribution will be in the form of engineering recommendations. If a public <br />benefit for the improvement exists, the City will consider cost participation. Approval <br />of cost participation improvements will be by City Council. <br />4.1.5S Stream and shoreline restoration sites on City property will be identified and <br />prioritized. Restorations will consider available funds, feasibility, possible project <br />partners, benefits provided, bioengineered solutions, and TMDL Implementation Plans. <br />Once restoration areas are identified, this plan will be updated to list the sites in <br />Section 5.0. <br />4.1.65 In order to provide water quality improvement, runoff volume reduction, and additional <br />storage, wetland and stream restoration, natural area preservation, ponding, infiltration, <br />filtration, impervious surface management, reuse, and other localized stormwater <br />treatment sites will be identified and prioritized. Sites will consider available funds, <br />feasibility, possible project partners, benefits provided, bioengineered solutions, and <br />TMDL Implementation Plans. Once sites are identified, this plan will be updated to list <br />the sites in Section 5.0. <br />4.1.75 Outlet control structures under City authority will be evaluated for condition and <br />performance and prioritized for repair or replacement. Evaluations will consider design <br />outflows and design outlet elevations as well as available funds, feasibility, possible <br />project partners, benefits provided, bioengineered solutions, and TMDL <br />Implementation Plans. Once sites are identified, this plan will be updated to list the <br />structures in Section 5.0. Structures under the authority of the City will be maintained <br />regularly by City staff and repaired or replaced when performance is evaluated as <br />unacceptable. For structures not under the authority of the City, the City will work <br />with MCWD and MnDNR with the following activities: resolve conflicts between <br />riparian landowners and/or the public, assist with modeling to determine appropriate <br />outflow rate and outlet elevations, assist with structure design and construction, and <br />provide support with maintenance. <br />4.1.85 Goals, policies and implementation strategies for Surface Water Management will be <br />incorporated into the education programs identified in the City's SWPPP. <br />4.2 Impaired Waters <br />Issues <br />4.2I Currently, several water bodies located partially or entirely within the City boundary <br />are listed as impaired.
