Wetland classification followed methods described by Cowardin et at. (1979) and used in the NWI <br /> 0 completed by the U.S. Fish and Wildlife Service. The Circular 39 classification(Shaw and Fredine <br /> 1956) is also given. The indicator status of plants, as described in Appendix B, was determined <br /> using the National List of Plant Species That Occur in Wetlands - illtinnesota (Reed 1988). <br /> RESULTS AND DISCUSSION <br /> The NWI map (Excelsior Quadrangle) indicates one wetland basin located on the subject property <br /> (Figure 2). The wetland basin is classified as a palustrine(P)type wetland with broad leaf deciduous <br /> scrub-shrub vegetation (SS 1) and a seasonally flooded moisture regime (C), or a Type 6 (PSS 1C) <br /> wetland on the NWI map. Upon completion of inspection it was determined that Basin 1 is a <br /> palustrine (P) type wetland exhibiting emergent vegetation (EM) with broad leaf deciduous scrub- <br /> shrub vegetation (SSI) and a seasonally flooded moisture regime (C) being partially drained or <br /> ditched (d) or a Type 2/3/6 (PEM/SS 1 Cd) wetland. Basin 1 is located within a Hamel loam (Ha) <br /> mapped soil type. <br /> The Soil Survey of Hennepin County, Figure 3,indicates three soil series present on subject property; <br /> Glencoe silty clay loam(Gc), Hamel loam(Ha),and Lester loam(LrB),Appendix C. Glencoe silty <br /> clay loam and Hamel loam are classified as hydric soils(SCS Hydric Soils ofthe United States). The <br /> DNR Protected Waters map of Hennepin County, Figure 4, indicates no protected wetland basins <br /> within the subject property. <br /> SER personnel examined the subject property for areas meeting jurisdictional wetland criteria during <br /> the site visit and delineated the edge of one basin Basin 1 as being jurisdictional wetland. Detailed <br /> g ( ) gJ <br /> soils, vegetation and hydrology data for this wetland is provided in the data sheets of Appendix A. <br /> The drainage ditch was also delineated but may be incidental wetland subject to verification by the <br /> Local Government Unit(LGU). Incidental wetlands are not subject to regulation <br /> SER personnel delineated Basin 1 in April 2004,based on the presence of hydric soils,hydrophytic <br /> vegetation, and wetland hydrology. SER determined Basin 1 to be a PEM/SS 1 Cd type wetland. <br /> Basin 1 mainly consists of reed canary grass (Phalaris arundinacea, FACW+), lake-bank sedge <br /> (Carex lacustris, OBL),and broad-leaved cattail(Typha latifolia,OBL) species. Basin 1 is located <br /> within a Hamel loam (Ha)mapped soil unit. Basin 1 is a topographic depression within the parcel. <br /> Overland flow from roadside runoff and adjacent uplands collects in Basin 1. The main factor <br /> influencing the wetland edge determination was the transition of dominance between hydrophytic <br /> and upland vegetation,the presence of hydric soils, and topography. No water was observed in the <br /> i boreholes at a depth of 20" but due to substantially below normal precipitation in 2003 absence of <br /> water could be expected. <br /> A drainage ditch runs to the southeast from Basin l; as it nears the southern property boundary it <br /> turns to the east running along the property boundary edge. This ditch then enters into a drainage <br /> g <br /> AWN ditch located along the west side of Old Crystal Bay road. Several soil borings were taken within the <br /> Ell <br /> ditch, most borings showed water within 6" of the soil surface. A housing structure previously <br /> existed in the Area A location,the house had been removed and the basement dugout prior to the site <br /> visit. The pit where the basement was located is currently holding water and a few species of <br /> hydrophytic vegetation were observed growing.
