We offer the following <br /> observations,comments,recommendations, figures and pictures for your consideration. <br /> 1. This is a wetland determination made for the purpose of determining buffer requirements, if any. This <br /> is not to be used in place of an approved wetland delineation. An official wetland delineation should <br /> be completed in the spring,once the growing season starts,and submitted to the Minnehaha Creek <br /> Watershed District(LGU)for approval,with a copy provided to the City. <br /> 2. One potential wetland was identified just south of the property boundary(see Fig 1). The potential <br /> wetland is a shallow, narrow ditch channel. The soil directly adjacent to the ditch is not hydric and <br /> therefore,the area outside the ditch would not qualify as wetland. <br /> 3. Based upon the assumption that there is a wetland present,the proposed construction has the potential <br /> to adversely impact the wetland which will trigger the wetland protection ordinance requirements. <br /> Therefore,the following should be considered: <br /> a. This wetland is listed as a"Manage 2"wetland management class in the MCWD's Functional <br /> Assessment of Wetlands inventory,which requires a 25 foot buffer per City code. <br /> b. The exact extent of the buffer area cannot be determined until an approved wetland <br /> delineation is performed. An estimate of the buffer area can be measured from the edge of the <br /> ditch(see fig 2). <br /> c. The proposed buffer area consists mostly of a short steep slope which has been recently <br /> graded and stripped of vegetation. A portion of the buffer area lies within a wooded area that <br /> is dominated by buckthorn in the understory. <br /> d. Buckthorn is considered to be an undesirable plant and should be removed within the buffer <br /> zone and replaced with native vegetation. MnDOT seed mix 350 is recommended for upland <br /> buffer areas. A Vegetation Management Plan, including methods for removal and control of <br /> any invasive plants and a schedule of native vegetation establishment, should be submitted for <br /> review. <br /> e. Wetland Buffer markers should be placed at the upland boundary of the buffer edge located at <br /> lot lines and spaced a maximum 200 feet apart. <br /> f.
