ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR OCTOBER 20, 1997 <br />0 <br />ROLL <br />The Orono Planning Commission met on the above date with the following members <br />present: Chair Dale Lindquist, Charles Schroeder, Sandra Smith, Janice Berg, Elizabeth <br />Hawn, and Lili McMillan. William Stoddard was absent. The following represented the <br />City Staff: Senior Planning Coordinator Michael Gaffron, City Planner Elizabeth Van <br />Zomeren, Planning Intern Brad Bressler, City Engineer Tom Kellogg and Recorder <br />Sherry Frost. Council Member Flint and Mayor Jabbour were present. Chair Lindquist <br />called the meeting to order at 6:30 p.m. <br />DISCUSSION ITEMS <br />( #1) TREE PRESERVATION <br />Lindquist reviewed the issues listed for consideration asking for further comments and <br />opinions in order for Staff to draft a preliminary ordinance. <br />Under issue #1 as noted in memorandum dated 9/19/97, Hawn said she agreed with the <br />purpose statement but questioned the need for the ordinance itself. Lindquist said the <br />question of need would be added to the list of issues for discussion. Commissioners all <br />agreed with purpose statement. <br />Under issue 42, McMillan was informed that the Shoreland Ordinance used the criteria of <br />6" trees for replacement. Lindquist thought the tree preservation ordinance should be <br />consistent with the Shoreland Ordinance. Other Commissioners agreed. This would be <br />regardless of the type of tree. <br />Under issue #3, McMillan asked if this referred to residential properties only. Lindquist <br />said it would include developments as well. All were in agreement with this item as <br />stated. <br />Under item #4, Lindquist questioned how this could be accomplished. McMillan noted <br />that some residents may not care to have this many trees. It was noted the lakeshore <br />ordinance calls for 1:1 replacement ratio. Gaffron suggested looking at 2 " -3" trees for <br />replacement. Hawn indicated that lakeshore properties tend to be more open noting <br />people purchasing a treed lot may want to have a lawn. Lindquist noted the 0 -75' zone is <br />restricted in what may occur. Hawn asked about properties outside of this zone. <br />McMillan said there were many options noting some properties have few trees. Hawn <br />said she preferred to look at what the City wants as a community, citing examples of <br />buffering and bluff protection. <br />0 <br />
