• ORONO PLANNING COMMISSION MEETING <br />MINUTES FOR SEPTEMBER 15,1997 <br />( #3 - #2294 LGA Investment Group - Continued) <br />The Staff made 6 recommendations which are included in the memo. <br />Jim Waters noted that the City needs access to the park as well as runoff control. He suggested this <br />be shared with the City. Waters said the cul -de -sac could be dead - ended, but it was his attempt to <br />meet the turnaround requirement for maintenance and provide park access. Waters felt these issues <br />could be solved and benefit both the development and the City. <br />Waters informed Stoddard that he understood the Staff recommendations and agreed with them. <br />Bob Berklund said there would be the same negative impact on drainage noting the high amount of <br />algae found in Forest Lake. <br />Gary Welch said the ravine to Wildhurst goes through his property and reported drainage problems <br />he has had. He suggested a soil study be conducted. He is also concerned with disturbing the <br />vegetation on the slopes. <br />• Welch questioned the elevation of the proposed road on the east and west portions. Gaffron said all <br />of the drainage from the road is proposed to be directed to flow to the north. Much of it now flows <br />down through the south ravine. Gaffron acknowledged the problem and indicated that the flow rate <br />cannot increase from pre- development conditions and requires MCWD review. <br />• <br />Welch said there were two homes proposed in the 10 -16% range of elevation. Gaffron said the <br />attempt is to get the drainage from the driveway and house to flow to the front with gutters and <br />continue flowing to the north. He was informed that there is about 150'+ from the rear of the homes <br />to Wildhurst Trail. Welch added that this is not a typical situation noting the uniqueness of the area. <br />Kathryn Kasprick questioned the developer providing access to the park property. She does not feel <br />the trade off is appropriate. <br />Shirley Bowlen, 4690 Tonkaview Lane, reported that the intersection of Wildhurst Trail, CoRd 19, <br />and Tonkaview is dangerous. She indicated that another problem would be created with three <br />driveways at the top of the hill at Garden Lane and Tonkaview. <br />Lindquist informed her that the Planning Commission is aware of the problems. <br />16 <br />
